Child’s eligibility criteria
Three-year-olds (and 2 year olds who meet the eligibility criteria below)
are entitled to free early education from the start of the term
beginning on or following the dates set out below

To be able to take up 15 hours of free childcare for your two-year-old you or your child must meet the eligibility criteria. Please visit GOV.UK for further information.
A total of 570 hours per year, that you can use flexibly with one or more childcare provider
Some providers will allow you to stretch the hours over 52 weeks, using fewer hours per week
 
Your 2-year-old can get free childcare if you live in England and get one of the following benefits:
  • Income Support
  • income-based Jobseeker’s Allowance (JSA)
  • income-related Employment and Support Allowance (ESA)
  • Universal Credit and your household income is £15,400 a year or less after tax, not including benefit payments
  • tax credits and your household income is £16,190 a year or less before tax
  • the guaranteed element of Pension Credit
  • the Working Tax Credit 4-week run on (the payment you get when you stop qualifying for Working Tax Credit)

  • A total of 1,140 hours per year, that you can use flexibly with one or more
    childcare provider
  • Happy Kid’s Face Ltd will allow you to stretch the hours over 51 weeks, using fewer hours per week
  • If your working pattern and/or income has changed because of coronavirus (COVID-19); before you apply or reconfirm for 30 hours, please read how these changes may affect your eligibility
  • When parents receive confirmation of their eligibility from HMRC, they will receive a code to give to their chosen provider(s). Childcare providers will be required to confirm the validity of this code through their local authority.
Some three- and four-year-olds are entitled to up to 1,140 hours per year of Funded Childcare who are under compulsory school age and the children’s parent(s) meet the eligibility criteria below:
  • Seeking the Funded Childcare to enable them to work;
  • Be in qualifying paid work;
  • Where one or both parents are in receipt of benefits in connection with sickness or parenting, they are treated as though they are in paid work;
  • Where one parent (in a couple of household) is in receipt or could be entitled to be in receipt of specific benefits related to caring, incapacity for work or limited capability for work that they are treated as though they are in paid work;
  • Where a parent is in a ‘start-up period’ (i.e., they are newly self-employed) they do not need to demonstrate that they meet the income criteria for 12 months in order to qualify for the extended entitlement; and
  • If either or both parents’ income exceeds £100,000, they will not be eligible for the extended entitlement.
In addition, three- and four-year-olds in foster care are entitled to Extended Funded Childcare who are under compulsory school age and meet the criteria below
  • Extended hours are consistent with the child’s care plan, placing the child at the centre of the process and decision making; and
  • In single foster families, the foster parent holds additional paid employment outside of their role as a foster carer or in two foster parent families, both partners hold additional paid employment outside of their role as a foster carer.
To receive 30 hours free childcare parents every 3 months must reconfirm your details with HMRC and will receive reconfirmation email.
Where parents no longer meet the eligibility criteria for Extended Funded Childcare, there is a limited period of time in which local authorities will continue to fund a place for the child.  This period of time is known as the “grace period”.  Once the grace period ends, the child will no longer receive the Extended Funded Childcare.  A child may not start a new Extended Funded Childcare place at a childcare provider during a grace period.  The child will still be eligible to receive Universal Funded Childcare.
Flexibility
Entitlement to Funded Childcare does not guarantee a place at any one childcare provider or a particular pattern of provision.  Childcare providers can choose how to offer Funded Childcare in their settings, as long as the following parameters are met:
  • Universal Funded Childcare covers up to 570 hours per year and Extended Funded Childcare covers up to 570 (1140 in total) hours per year over 38–52-week period;
  •  Funded Childcare cannot be longer than 10 hours in a single day;
  • No Funded Childcare before 6:00 am or after 8:00 pm; and
  • Funded Childcare is available at a maximum of two childcare sites in a single day.
Charges for funded hours
Funding is intended to cover the delivery of childcare only.  It does not cover the cost of meals (including food and preparation), consumables, outings, and extra activities.  To cover costs not included during the Funded Childcare, childcare providers can charge a voluntary fee for these costs during the Funded Childcare.  Childcare providers are responsible for setting their own policy on their charges.
Happy Kid’s Face offering
Happy Kid’s Face Limited is a year-round childcare provider. 
When considering our Universal and Extended Funded Childcare offer, Happy Kids Face ltd based its model on a framework that allows our parents to receive the greatest benefit. 
  • At Happy Kid’s Face ltd, we want to make sure that families of all attendance types can utilise this funding to its full potential. This is why we stretch the funding across 51 weeks as opposed to the term time 38 week period
 
  • Funded Childcare hours are applied over 51 weeks of the year
       570 hours (Universal Funded Childcare)
       1,140 hours (Extended Funded Childcare) a year. 
  • Funded Childcare hours are available up to a maximum of 10 hours a day.
  • We charge daily meal fees as £5 per day
  • We might charge for parent’s request drop off fees to another preschool provider, £3.00
  • We might charge if parents request picks up fees from another preschool provider £3.00
  • If parents requested Early drop off to Happy Kid’s Face at 7.30 am additional fee will be charged £3.00
  • Late pick up at 6.30p, an additional fee will be charged £3.00
If parents refuse or are unable to pay the Extras and Food charges, then they will need to speak with the Nursery Manager to discuss further. 
There is both an operational and financial impact on Happy Kid’s Face Ltd when Extras and Food charges are not paid. 
In order to ensure that the care for all children is not disrupted and the nursery remains financially viable to operate, Happy Kids Face ltd can only offer a limited number of Funded Childcare places in which parents do not pay the Extras and Food charges.  The decision on the number of spaces or reduced hours will be at the discretion of the nursery on a case-by-case basis.  When exercising this discretion, the following circumstances will be taken into consideration:
a)      Receipt (current or previous) of 2-year-old Funded Childcare
b)      Receipt (current or previous) of EYPP
c)       Receipt (current or previous) of means-tested benefit
d)      Any other extenuating circumstances
  • The following conditions will also apply in such circumstances:
  • Happy Kids Face Ltd does not allow families to bring their own food such as packed lunches to the nursery to avoid allergen risks and storage/handling issues. 
  • Parents may be asked by the nursery to provide for use during Free Childcare hours (as applicable), wipes, nappy cream, sun screen cream, Calpol and other consumables that are not covered by Funded Childcare.
  • It is Happy Kid’s Face Ltd practice for all children to take part in group activities.  We will not exclude children who want to participate as it may be detrimental to their well-being. 
  • Parents are responsible for paying all childcare services outside of Free Childcare as I described on the HKF payment details in monthly e-mails
Parent documents to sign to receive free childcare from the provider
Funding regulations require childcare providers to enter into a separate funding agreement with parents, called the Parent Funding Authorisation Form 2, 3and 4 years old funding entitlements.  
  1. Happy Kid’s Face ltd has a standard Parent Contract covering all childcare services fees.
  2. When the child is eligible to receive free childcare, we provide a separate sheet related to free childcare hours with the calculation of the yearly/monthly charges.
  3. Parent must to completed and sign a Parent Funding Authorisation Form* 2, 3 and 4 years old funding entitlements.
*Please note by completing this form parents agree to take up a funded place with the nominated provider for the whole term. Funding cannot be transferred to another provider mid-term.
  • All documents must be signed by parents. 
  • If the Parent Funding Authorisation Form is not signed Funded Childcare will not be claimed funding on parents’ behalf and the full fees (without the Funded Childcare applied) will be charged to parents.
  • In the event that Parents are unable to obtain a paper copy of the Parent Authorisation Form, due to non-attendancewe will ask for the completed form to be sent back by post ask for an email from the parent identifying the child’s initials and DOB and confirming that there are no other changes from last term and parent consent to our setting claiming for funding for next term
  • If the child/parent is new to the setting - they must complete the Parent Authorisation Form
 Additional documentation required
In addition, funding regulations require childcare providers to obtain documentation to evidence eligibility for the funding as per below: 
  • 2-Year-Old Funded Childcare: Child’s birth certificate or passport, confirmation of eligibility (e.g., local authority confirmation letter/email or code);
  • Universal Funded Childcare:  Child’s birth certificate or passport; and
  • Extended Funded Childcare:  Child’s birth certificate or passport, Parent’s full name, date of birth, eligibility Code issued by HMRC, and national insurance number
Child absences
Eligible children must be physically attending at the provider during headcount week to qualify for funding. Exceptions to this are regular attendees who are absent for a short time (e.g., holidays or sickness).
Related to the COVID-19 /lockdown situation in our area
If a parent has allocated a place, the parent has a signed Parent Authorisation Form for a term and the parent/carer chooses not to send their child due to concerns over Covid19 then Nursery may still make a claim for the funding.
In this situation, the place must remain open and available to the child for the rest of the term should they wish to access it and the child must not be in attendance elsewhere.
Submit claim  
It is the Nursery responsibility to
  • submit each claim by the published deadline date
  • ensure that all eligible children are included on the headcount claim
  • claim for the correct number of hours
Achieving for Children (AfC) can refuse to process any claim that is submitted late or with inaccurate information.
The funding for the Early Education Funding is paid to Providers to deliver the entitlement free to eligible children.
